Overview of Surveillance and Performance Monitorying (SPM) Roles

SPM User Roles

SPM includes the following user roles:

1. Contracting Officer Representative (COR)
2. Supervisor
3. Contracting Officer
4. Contract Specialist
5. Administrator (DPC)
6. Administrator (Department)
7. Administrating Contracting Officer(ACO) / Quality Assurance Point of Contact (QAPOC)
8. Auditor
9. Manager


Contracting Officer Representative (COR)

Individual performing COR duties on a contract. COR qualifications are addressed in the Undersecretary of Defense, Acquisition Technology & Logistics (USD, AT&L), March 29, 2010, memorandum entitled “COR Standard for Certification of Contracting Officers Representatives (CORS) for Service Acquisition. Specifically, the COR will:

  1. Self nominate as a COR on a contract or a proposed contract.
  2. Nomination remains in draft status until submitted to supervisor for approval.
  3. Review the status of your nomination.
  4. Cancel a nomination.
  5. Load and review COR documents for a specific contract or order to the Online Contract File.
  6. View documents submitted on a contract.

Supervisor

Supervisors are individuals responsible for approving the COR, but not performing COR duties. COR’s supervisor or higher authority reviews and certifies their part of nomination before submitting to the CO. Specifically, the Supervisor will:

  1. Review and certify the COR nomination.
  2. Cancel, approve, or reject a COR nomination in the “PENDING SUPERVISOR REVIEW” status.

Contracting Officer

The Contracting Officer (CO) either reviews the nomination and formally appoints the COR or creates a COR Appointment. COs shall designate a COR for all service contracts, including both firm fixed price and other than firm fixed price contracts, awarded by a DoD component or by any other Federal agency on behalf of DoD. Specifically, the CO will:

  1. Review the status of a COR Nomination/Appointment.
  2. Cancel, approve or reject a COR nomination in the “PENDING PCO REVIEW” status.
  3. Review and complete the nomination.
  4. View all COR submitted documents.
  5. Appoint COR.
  6. Review and /or approve COR documents on a specific contract or order a COR Status Report.
  7. Load COR File Inspection Checklist documents on a specific contract or order.
  8. View all contracting records for a contracting center (based upon DoDAAC).
  9. Terminate an Active COR from a contract.

Contracting Specialist

The Contracting Specialist (CS) can perform all tasks as the CO, except for signing the Designation letter and the actual appointment of the COR to the contract.

  1. Review the status of a COR Nomination/Appointment.
  2. Cancel, approve or reject a COR nomination in the “PENDING PCO REVIEW” status.
  3. Review and complete the nomination.
  4. View all COR submitted documents.
  5. Review and /or approve COR documents on a specific contract or order a COR Status Report.
  6. Load COR File Inspection Checklist documents on a specific contract or order.
  7. View all contracting records for a contracting center (based upon DoDAAC).
  8. Terminate an Active COR from a contract.

Administrator (DPC)

The Administrator (DPC) role is reserved for the SPM and JAM PM team.

Administrator (Department)

A SPM Department Administrator Rhas some administrative capabilities in JAM and SPM that allow them to view and edit nominations/appointments in their agency. Department Administrators are SMEs of the nomination/appointment process and the JAM and SPM tools, and they help train users and troubleshoot user issues.

  1. Review the status of a COR Nomination/Appointment.
  2. View all COR submitted documents.

Auditor:

Has read only access to contract nominations at the Contracting Center level.

  1. Create Auditor Profile.
  2. View COR submitted documents.

Manager:

Has read only access to contract nominations at Department level.

  2. Has some administrative rights in JAM and SPM.
